@kdfrawg I know a few people who became odd-looking in a misguided attempt to make themselves appear younger, too. There's a lot of bad plastic surgery out there.

@peemee That's possible--he switched to Android and likely didn't bother with some of the details--but I've got it set up on a new Apple ID, so I would think that the only iCloud account would be associated with the new ID.
I'm guessing that he may have left his SIM in the phone while he was wiping it, and that's why the number remains. I'm running it without a SIM at the moment, so there's nothing to override the phone number info.
Oh, Apple. I loaned my spare iPhone to my brother for a few months when he broke his. Got it back yesterday. I've wiped the phone (factory reset), set up a new Apple ID for it, and just installed iOS 11…and it still shows his phone number.
Now, I don't have a SIM in it at the moment, which might be why. But I do wonder why it's showing any number at all if there's no SIM…and why that information survived the factory reset.
@kdfrawg If it were me, I'd sell it to them for as much as I could get, and pay off my house. But that's just me. :-)

Currently downloading iOS 11 to the company iPhone. It gets to be the guinea pig before I let iOS 11 get anywhere near my personal device.
