You can't do it with Outlook.com any more. I signed up several years ago when it was Windows Live Mail, and I've been grandfathered in. You can still do it with Office 365, though you may need to be on the Business plan.

Hotmail is essentially nothing more than an alternative domain used with Outlook.com these days. I use Outlook.com with my own domain and have for years. The security is at least as good as that on Gmail or Fastmail. Not as good as on my Protonmail account, but then nothing is. :-)
